I read in a guide by the Modest Man that wearing monochromatic clothing gives the illusion of being taller and on other sites that two or two toned is the way to go. What is your honest opinion?

Nothing makes you look "taller" but the wearing two bright contrasting colors will accent your stature. So wearing an orange shirt with red pants, that division between top and bottom with your short stature will make your short height stand out. Don't know if that makes sense.
