Now this is going to sound dumb but no matter what size or brand I try on, they always are or atleast feel too long. Are cargo shorts suppose to be worn longer or something?

Yes they are worn slightly long, but not by much. See here :

I never noticed this before but I guess they are designed to be for "cargo" so having the pockets where they sit is ideal.
