Using jeans I already have to make dressy outfits

I own tons of jeans and wear jeans all of the time. They're just what makes me comfortable. While I do own a few suits and ties, it's just not what I enjoy wearing. Most of my jeans come from the big box stores like Express and American Eagle. Most of them are in the faded blue category. Some have rips. I know there are jeans that are "higher quality", but that's not what I'm going for here.

I own a couple of Wingtips, Oxfords and Cap-toe shoes. Most of them are in decent condition where some polish will make them look good. 

What advice would have to use what I already have with some tops (this is what I'm really getting at) to look more dressed up? What do you suggest? Which type of belts? Which kind of tops? Sports coats? Turtlenecks?

I'm 28, in decent shape, but putting more effort into the gym and am moving toward getting haircuts more frequently (I used to get them once a month or once every two months). What tips or advice do you have?

You say you're in decent shape, but what is your body type? Skinny, Muscular? It has an effect.

Rule of thumb, if they're faded, over-worn then faggedaboudit.

For winter, you can get away with wingtips, oxford which you say you own and a nice crisp button down.

Pick up a pair of Chelsea boots and you can rock a turtle neck or a nice fitted shirt.

Pick up some crisp monochrome kicks and you can add a sports coat or blazer.

I'm big on the latter.
